I was exploring Multitenancy and noticed that Totara is creating an default Audience but a 'set' audience and no option to make it 'Dynamic'. Is there any specific reason because having this as Dynamic will solve for many things. Please help!!

There is a permission Manage dynamic audience rules that the user needs to have in the roles they are assigned to.
Can you check this under Site admin > Permissions > Define roles?

Yes, that is allow a user / role to be able to Manage Dynamic audience, but I am talking about adding users to the Tenant using Dynamic audience and not by adding user manually to Tenant's Set Audience. Not sure i that is possible

Can you check that the tenant role (Tenant domain manager) has the manage dynamic audience rule allowed for the tenant category
This should then allow dynamic rules to be created by the tenant role
