I tried this out in Totara 18 and when I chose 'Get your Certificate' with activity complete with viewing the activity was completed.

What version of Totara are you using ?

Did you change the existing activity completion conditions or was this a new certificate activity?

Can you try selecting the completion editor and editing the user's completion record to see if there are any problems identified,
