Activity Completion - 'Viewing' Certificates

A course creator has decided to have viewing of the certificate as the activity and course completion trigger. However, this does not seem to be working.

My feeling is that as the user gets to choose between 'Get your certificate' and 'View HTML version' buttons, and the majority are choosing 'Get your certificate' this is a semantics issue and the platform does not consider this as Viewing. Am I completely wrong with this thinking?

I tried this out in Totara 18 and when I chose 'Get your Certificate' with activity complete with viewing the activity was completed.

What version of Totara are you using ?

Did you change the existing activity completion conditions or was this a new certificate activity?

Can you try selecting the completion editor and editing the user's completion record to see if there are any problems identified,
