Hi, when a new user is added to the site they receive a notification with their username and temporary password.
At what stage is that notification triggered? At the point when they are added to a program?
Can this message be modified? If so, where can I modify it?

It sounds as though the accounts have been created by uploading or adding individually with manual authentication ,
This has the option of generating a password and notifying the user if you don't include a password in the file.
If this the case then you can change the new account message by editing the language pack and the newusrenewpassword string - if this is the text that is being sent.
This message is generated as soon as the new user is created.
