We would like for site email notifications of enrollment to be sent to “other users”, not just “manager” or “subject”.

Use case - when a user is enrolled a course (such as a Certificate courses which indicates a full certificate track has been completed), an email notification would be sent to a user or distribution group other than the manager so we can kick off additional processes that are not part of Totara. Notification after the fact, like what we can attach to certificate completion doesn't hit the mark because we need to know before that is generated.
