There has been a similar problem fixed in 18.4 with TL-39429- this occurred when a rule user is suspended and job assignment is manager was used in the audience.
If this sounds the same as your rules the upgrading may help otherwise are you or your partner able to create a support ticket with details on versions and audience rules used?
