We would like to be able to add users to the waitlist of events that are full.

There are a number of scenarios when this is needed, and they are rather frequent in our organisation (eg, the learners were on a previous event that they can no longer attend and want to move to another one. If this other one is full, we need to put them on the waitlist)

On testing, it appears that an administrator can either add a user and it bypasses the waitlist altogether and overbooks the event or, if the administrator doesn't have the capability mod/facetoface:signupwaitlist, they get an error message saying that the event is full and no more bookings can be made.

How can an administrator add users to a waitlist? Is there a workaround we're overlooking?
