Suspending a user means that some actions are taken. However, when enrolling a user to a course or when adding a system role to a user, the suspended user is still showing up in the list of users to select. To avoid any confusion, would it make sense to filter out suspended users out of these lists? Until now, I wasn't able to come up with a situation where it would make sense to still be able to enroll a suspended user or to assign a system role to a suspended user.
