I am on Totara v17 Learn. I have several courses that are not completing in Totara after the user passes the quiz. We are using Rise360 and Storyline360 to create courses, and the issue occurs with both. Course publish settings are set to Passed/Incomplete (and have always been set this way). In the Totara scorm activity, we have both Passed and Completion boxes checked, and all of our courses are set this way.

In the past Totara recommended setting Mastery Score Override Status in Compatibility Settings in the scorm activity to NO. I set to NO for these courses, and that has not resolved the issue.

We have Force new attempt set to NO, because the courses are long and we don't want nurses to have to repeat content if they are pulled away mid course.

If a user passes the quiz the first time, they are not affected--the course completes as expected. If they fail the quiz the first time, the course then goes into Review mode (in some cases) and no matter how many times they reach 100% on the quiz, the course will not complete. Review mode doesn't appear in all instances. It may be that only occurs if they leave the course and come back to it after failing the quiz the first time.

Today, a new problem has risen that is preventing those who have started the course and are returning to it cannot get the course to load. It spins and the message "Content Loading" displays. This does not occur for people who haven't previously opened the course. They are able to load the course without issue.

For your loading issue - there is a known Rise behaviour where, if a a Rise module was updated and imported to the LMS, and some learners already started their attempts, the SCORM won't know where to return them to.

To avoid that, when you export from Rise, you can select Reset learner progress - that does mean that learners who were partway through a module will lose their in-package progress and need to start over, but I imagine that's better than being stuck at an empty screen! If the course goes into Review mode, than it means that the SCORM considers that the previous attempt is complete (even though they haven't passed the quiz) and in Review mode it won't let the completion update again.

Having both Passed AND Completed selected means Totara expects both conditions to be true (this might depend on your Totara version, but our definitely works that way). My understanding is that Reporting options are basically just the language the SCORM activity is going to be using to "talk" to Totara. The language that you use in the export has to match the Require status Activity completion criteria in LMS. I usually recommend that we use Complete/Incomplete when exporting and Completed in Totara. Maybe you could try setting it up that way?

Natalie - thank you so much for your reply. The course loading issue is a bit different from the blank screen issue that we have also experienced in the past. The recommendation there regarding the reset and/or force new attempt is something we'll have to consider.

On Totara Learn v17, the information given next to require status in the scorm activity completion reads, "Checking one or more statuses will require a user to achieve at least one of the checked statuses in order to be marked complete in this SCORM activity, as well as any other Activity completion requirements." We did not always have both checked and only did so when we found that it was required to get a third party vendor's scorm courses to complete in our LMS. That said, on these courses with completion issues, I will try unchecking one and matching the selection we keep to the tracking settings in Storyline or Rise.
