Can placeholder text be used when writing an instant message under the bullk user action? I want to insert the recipients' names but it's not working.
Do placeholders only work for system notifications?

That is right placeholders are able to be added using the bulk user action send messages menu.
One possible way around this would be to edit the course enrolled centralised notifications for a dummy course and add an audience to enrol and the audience will receive this notifications.
