We would like to add some descriptive text at the top of the Evidence bank page to help users navigate and understand it. We can add text in the description field, but this is only displayed when there are items in the evidence bank. Is there any way to make this field display even when the evidence bank is empty?

The language strings content that appear in Totara pages are almost all customisable .
To see what the language string is of the page you can turn debugging on and choose the Show origin of language strings
So in your case the page URL for the Evidence bank would be sitename/totara/evidence/index.php?user_id=2&strings=1
The string that needs modifying is evidence_bank/totara_evidence}
