We are building a framework with a scale with 4 levels: beginner, advanced, leading & expert.

Each level has a certain set of skills associated with it.

The idea being that a learner would move through that scale within the competencies in the framework.

But all of the skills associated with those competencies are soft skills

e.g. Seeks endorsement and review of risk assessment with their supervisor

There is no current training on our LMS for these skills so the most likely scenario is that an assessor will measure these skills and assign a level on the scale.

My questions are:

  • How do we ensure the scale is applied consistently? What have you done in your LMS?

There will be several hundred on the framework and the most likely assessor will be their manager.

Now each manager may have their own opinion on what each level of scale looks like for each competency. But obviously we want consistency on how the scales are applied to the competency.

How do you handle this?

  • what happens if someone meets all the requirements for the skills for a competency above one where they have not met all the requirements for the skills?

e.g. someone meets all the requirements for advanced on a competency, but they have not met all the requirements for the beginner level yet.

Do you still rate them as a beginner on the scale, or do you rate them as advanced because that is the higher level?

What if they meet an even higher level?

  • What do you do with people with pre-existing skills?

Not everyone in this framework will come in with their competency in the skills at beginner. Their prior experience may mean they are at higher level on some of them

How does your LMS deal with people like this?

Are they allowed to assign their own value of the scale to each competency and then this is discussed with an assessor?

E.g. an achievement path of manual rating is set on a competency with manager and self. The idea being that the learner sets the initial level of the scale which is then reviewed by the manager

  • How do you incorporate courses that cover soft skills into your framework?

I'll assume that these skills may apply across several competencies so how do you handle that? If several courses cover several competencies does that not get messy? But having courses that address a specific set of skills to address a competency would be difficult as some of those skills may apply to another competency.

You'd expect a course to cover a large range of skills so it may be that it covers off several levels of a scale.

Having courses that address skills in competencies would be useful, but how they are organised and applied across the competencies seems difficult.

  • Do you use Learning Plans (LPs) in conjunction with competencies?

There appears to be a lot of functionality in LP that would be of use for competencies.

How do you find LPs work with competencies? Are there any issues?
