We've noticed that in Totara 19, the new "manual closure" feature for performance activities appears to trigger multiple identical notifications when a user (the subject) clicks the "Complete activity" button after completing their instances.
For example, if there are five sections a user needs to complete and they click the "Complete activity" button, five identical email notifications are sent to their manager. However, if the user simply submits all sections without clicking this button, only one notification is sent.
The notification setting for "Participant Instance Completion by direct report to manager" has only one notification enabled at the activity level. The same configuration was used in Totara 17, where only a single notification was triggered. The only configuration difference in Totara 19 is the use of manual closure.
Since the user does not actually need to click the button- because the activity will automatically be marked as complete once all sections are submitted- we're wondering whether this is expected behaviour for the manual closure function, or if there may be something missing or misconfigured in the setup.
