I would like to create a course page for a specific audience that is undertaking some learning externally. The course is being set up just so I can report on it and track within the system. Does anyone have any suggestions of how I can do this with an enrolled audience but make the course invisible to anyone except admin?

You could set the course visibility to No users.
That said - do you need the course? Perhaps records in Totara evidence bank would be sufficient? Those can be imported manually.
