Thanks for getting in touch with this query.
It sounds like a mapping issue between Azure IdP and Totara via OAuth2.
Are you or another member of your team able to submit a helpdesk ticket. This would allow us to investigate.
It maybe that you'll need to go via your Totara Partner to submit a helpdesk ticket. If you're not sure who that is, please let us know.

As Tom says, this is a difficult one to answer without knowing the settings and app configuration, but from previous examples, this is usually caused by the OAuth2/Azure user field mapping or Azure/Entra app permissions rather than authentication plugin or Totara application itself.
I'd recommend that you check that the relevant OAuth2 user field mappings include department, organisation and manager. (/admin/tool/oauth2/userfieldmappings.php?issuerid=X)
If the issue still occurs after confirming all of the valid fields are mapped correctly against your external system, then I would recommend raising this with Totara Support or through your relevant partner support channels.
