Hi Madhu,
I'm not sure how you are using a version of 2.4 with Certifications. That is unofficial and unsupported code that should not exist on an end-user installation. I will speak with your Totara Partner to understand how your site was able to use this code. In the meantime, I will research an answer to your question about Totara 2.5 and reply shortly.

Hi Madhu,
Apologies for the delay. Yes, there is an outstanding feature request to allow certifications to be based on a static date and/or a time interval based off user profile fields, but there's no release date in mind for that feature as yet, and it may not arrive until 2.7.
I'm not sure I understand your notifications issue. Which type of program message are you using to set up your 4 reminders?
