I believe you can do it through the upload users as described at https://docs.moodle.org/27/en/Upload_users

You would need to include the required fields and then the appropriate fields under enrollment fields (3/4 way down the page).

You can also bulk enroll users from within the course. Course administration - Users - enrolled users - enrol user button but this may take considerable time depending on how many users you have.
