Is there a way to allow certain roles the permission to add 'Other Evidence' for learners, without using the 'Upload Completion Records' feature?

It's great that learners can add their own 'Other Evidence' and the learner's manager can add on behalf of the learner, but in our organisation it is the responsibility of the trainers/mentors to manage everything training related for the learners at their location.
