There were significant fixes to Moodle core in 26 with regard to SCORM handling - can you tell us which v. youre using? What appears to have happened is many SCORMs were created to cater for the old broken functionality and of course when that was fixed there was a subsequent knock on.
If you are using 25, or earlier, submit a ticket & if you could include a copy of the package we will investigate.
