As an admin, i can click on a user to see their profile, then under the heading Administration i can click on Primary Position, on this page there is an option to select a manager for the user. Is there a way to enable this option for the user so they can perform this action by themselves?

This isnt possible at present, although an enhancement is being developed by Think Associates & I believe you have the contact details.
