i can't think of a way to not list unenrolled courses in the Activity report > Course completion - this report is not modifiable by the report manager.
Once a person is enrolled in a course a completion record is created unenrolling doesn't delete the completion record as this still needs to be recorded as being enrolled in.
There are other reports that can be accessed in the report builder that can be used to filter out non completed records such as the course completion report Such as by grade and using is not a current record.
The Record of learning also splits courses into active and completed courses and is modifiable by the report builder.

Coincidentally we have just come across this exact same issue today.
We have a client with this exact same issue where someone enrolled themselves into a course, was then unenrolled and their record of learning (and other reports) still shows it as in progress.
We would love to see a way to avoid seeing these records as well.

I can confirm this is the way that Totara currently behaves when someone is unenrolled from a course and they are in progress they are still shown as In progress in their Record of Learning. Adding current course completion records to the Record Learning was included for reasons discussed in https://totara.community/mod/forum/discuss.php?d=16375#p44693
Is what you are wanting that the course progress to be reset when unenrolled from the course ? If a person is re-enrolled in the course then their previous progress wouldn't be able to be restored.
Maybe a better filter to filter out unenrolled - in progress records would help.
