We've just upgraded from 2.7 to 2.9.13 and now find that if you aren't a Site Administrator you can no longer report on custom fields which are set to 'Visible to user' and that this was introduced in 2.9.11 so is now expected behaviour.
This is causing real issues as our training teams do all their own reporting and need the ability to report on fields which we can not make accessible to all users for information governance reasons.
I understand that this is currently being looked at but please could it be looked at as a matter of urgency, it is making our lives very difficult.
