Is it possible to include a users organization details to a bulk upload?
My organization has 3 depth levels, called, Directorate, Dept and Sub-Dept. What (if possible) should these be called in the csv file? Also, do I include the full name or the php ID of the depth levels?

I don't think this has been setup in the user interface yet .
There may be some script that the developers have that could be adapted to automate this process.

Best practice is being established as Totara becomes used in different environments. The aim is that the best practices will be shared on these community forums for the benefit of others.
There have been some scripts that have been made available and hopefully benefit others and this in turn can be returned with any modifications. This is how open source software is developed and made stronger through community contributions (sorry I might be preaching to the converted 
)

I'm afraid that uploading hierarchies is not something that we support quite yet (although we are working on it).
