I can't see a setting in the quiz that forces someone to answer a question.
There is some discussion on whether this is pedagogically sound on http://moodle.org/mod/forum/discuss.php?d=142513 but no solution.
This may be possible through the quiz in SCORM or may have to be done through a customisation.
For the rounding down problem can you check there are no penalties applied to any of the questions. I can't see the rounding down of the grade in the item analysis in the quiz I created. Does the grade look correct in the Results > Overview tab?

Have you tried using the Feedback Survey activity instead of a quiz?

The Feedback activity gives you some great built in anaylsis tools and can track individual responses. The Feedback activity allows you to select certain questions as required before submission. You can also create custom reports if needed to help track and filter individual's responses to the feedback surveys.
Or do you need a grade for this particular activity?

it is most likely locked due to some responses already being submitted. if so you can
- delete the entries Show responses > Delete entries or
- start a new feedback or reuse a template
Then the option to have multiple submit should be visible again.
