The ldap account creation is different to the CSV import option. The ldap enrolment plugin connects to the database and maps the fields on the external database to the fields on the Totara database so no CSV file is required.

If this is a one off process then the CSV file upload is a good idea - it also has more fields available to add data to than the ldap option - there are also error messages produced that highlight any problems with any of the records imported.
