Yes learning plans are stored for users (it is also possible to delete old learning plans)

A report that uses a report source with the learning plan name field in it could be created (the record of learning sources have this).

This report can have a filter added to it and accessed to certain roles to make the learning plans searchable.

If the report source isn't quite right then this can be modified by developers to make this fit your requirements.
