Assuming everything is setup alright with the asignment it may be that the cron job hasn't been run for the program - this usually happens daily so these will appear tomorrow hopefully.
Are you using the devplan enrolment plugin to allow enrolment in courses on the program that is in an approved learning plan.
This will allow self enrolment in courses according to the program course set rules.

On other thing to look out for is the "exceptions" tab when editing a program. If it appears it means some of your assignments have issues that need to be resolved - and while there are exceptions the program won't appear in the required learning section.
