I want to set up depth levels in a competency hierarchy, but I can't find the menu link to do so anywhere. Also, on the create competency page I don't have an option to specify the competency's parent, neither do I have full name and short name options (as all shown in the official demo here: http://help.totaralms.com/totara_captivate_help_v1/manage_competencies/manage_competencies.htm) All I see is just a Name option. Can anyone enlighten me please?

I think you are looking at the documentation for version 1. Depth levels were replaced in version 1.1. and the more up to date help is available at http://help.totaralms.com/Managing_Competencies.htm
with this video being relevant
I'm not sure why the ability to include a short name for competency (or position or organisation) items was removed though.
Give me a shout if you would like to go through hierarchies in some mroe detail though and I can give you a call.

Shortname was removed because it wasn't used anywhere in the interface and we wanted to simplify the form as much as possible.
