You can do this at Site Administration > Plugins > Filters > Word Censorship

From here you can create a custom list of 'sensitive' words.

In Filters > manage filters you can enable or disable this plugin

I believe there is a default list in the language pack, but not sure if this has been translated for Chinese?

From memory, I think filtered words will be blacked out, even when they appear in part of another word.
