There is no option through the admin pages to upload certificate parts. If you have ftp access to the site files you can add images for seals, signatures or watermarks in appropriate subfolders of  SITE/mod/certificate/pix/

Actually using your images and positioning them how you want may require building a new template which can be very complex. Basic instructions here:

I don't know how or if it is possible to edit borders.
