I can confirm the drop down menu appears on some pages but not on others, a bug has been filed and a patch will be issued in due course.

A patch fixing this issue was included in yesterdays (1st Nov 2012) release of Totara 2.2.9. The language bar is now added (if activated) to every page by default, and then manually removed from the one or two places it actually shouldn't be.
