The process that you have followed sounds correct ie
- login as admin
- gone to the category
- select assign a role
- select administrator role (probably better to be editing trainer) and select the people
When logged in as that person and navigating to the category the turn editting on should be visible.
The thing to check is if the user has another role in another context such as a course role that is overriding this role. Roles in lower contexts override higher context roles.

The course completion records are unaffected by enrolment/unenrolement, they are still in the database and will appear in reports, but the completion records as viewed by the user will be affected, although the records will appear again if the student is re-enrolled.

George is correct unenrolling does not affect completion records - only the deletion of the user altogether will delete the completion records.
If the unenrolled student is assigned a role that can mark others as completed (ie not a learner role) then they won't have a new completion record for the course that may interfere with the other completion records.

A user will still be able to see their learning record when unenrolled from the course under record of learning and completed learning.
If a learner changes role the completed learning will still show.
By completion record I mean just the course result rather than details of things from the gradebook. Once a student is unenroled from a course they lose access to the gradebook and the report builder doesn't access the gradebook.
