Our LMS has around 8000 users, when we attempt Bulk User Actions for all the users and Download in text, ODS or Excel format the report runs for several minutes, then eventually shows a blank page. While this download (attempt) is running the entire site becomes unavailable, i.e., if we go to the LMS URL the site does not load.
