I think the suggested feature would be great. If you are including the options for "any criteria" and "all criteria" it would probably make sense to also include checkboxes for the two sections (like on the content tab).

An alternative could be not to restrict to audience selection but to include the possibility to create rulesets like when defining a dynamic audience. What do you think about that?
