In 2.4 marking attendance actually assigns a grade - 50% for Partially Attended and 100% for Fully Attended.
So all you have to do is set the F2F to require a grade, then mark attendance. The activity will be marked as complete and then on the next cron run the course will be marked as complete.
2.5 onwards has more F2F completion options and instant course completion.

I think just having the F2F activity completion set to require grade, then set the course completion to requiring the F2F activity to be complete, should do the trick
