To use AICC packages in Totara you need to add a SCORM activity to the course and use the AICC package file. This will be recognised and played in Totara.

You can upload the AICC package or in your case  Enable direct AICC URL  and possibly Enable external AICC HACP . (Site admin > Plugins > Activity modules > SCORM package
