There are several definitions and interpretations of what multi-tenancy means. Totara does offer some useful out-of-the-box functionality that enables an administrator to configure a site to offer a multi-tenancy type of set-up.

I'd recommend taking a look at these help docs as they provide examples of what's currently possible.

If you haven't already done so, I'd also recommend contacting a registered Totara Partner as they should be able to advise you on whether  your scenario is achievable.
