Once a certification is live, is there a way to send out reminder messages ONLY to those that have not completed it yet? i know the easy answer is NO, there is no filter on the outgoing messages, but have you clever people figured out a workaround?

There isn't certification completion in any audience rules only way - there is program or course completion though.
Once there is an audience with the members required in it then messages can be sent using a filter for Audience and Bulk user actions to send a message to the users in audience.
Not that clever but an option to consider.

It looks like there will be an audience rule for Certification completion in version 12 TL-7912 being released shortly.
