There are two conversations on the thread relating to competency and learning plan migration, that link may have lent itself better to the first convo.
In Totara, the Learning Plan in Totara is a manual learning assignment method for a learner and their staff manager can manually manage competency marking, adding courses, etc. The Program which sounds like you need is more focused on automated assignment for learners, because you can say everyone in Audience A should be enrolled in the Program, and as learners are added to the audience, they will automatically be assigned to the program. It's a bit more hands off, as you as an admin don't have to do anything to get an individual enroled if the meet the audience criteria.
