Yes it is possible to  create a multiple account with same email address.

You need to enable "Allow account with same email" in Site admin > Plugin > authentication > manage authentication.

Hi Jacques

Totara 11 introduced the deleting of selected user data still stored on the system when a user has been deleted (purging)

If you create a purge type for deleted users and include the email address and any other fields you want to delete then this should allow the email address of the deleted user to be used.

Hi Jacques

Are you able to create a helpdesk ticket so we can investigate this as this doesn't sound like expected behaviour - 

Can you detail how the user were deleted  in 2.9 - was it with HR import, manually , bulk actions. 

Under Manage authentication  > User deletion was the 'Full'  option or 'Keep username, email, idnumber'?
