Hi Chris
There should be an edit button on the past event
Then there should be a delete button to cancel the session.
Are you using standard roles -what role is the user in?

Is this something which happens often? Would a custom field do the trick? Maybe something pretty generic like 'Notes'?

We are running into a similar issue. We need to temporarily cancel or delay a session, but we do not yet have new dates, so we can't change the dates on the event. In our previous LMS system, we could just make the event not visible until we had new dates, but the visibility in Totara isn't set at the event level. Deleting and cancelling wouldn't work in this case since we want to maintain the record and the bookings for when we have new dates.
We have the same issue though as well with needing to cancel a prior event. We also don't want to delete events. We would like to maintain a full record of all events unless they were just created erroneously.

It is possible to add an event without a time - this will automatically make the event waitlisted.
When a date is added to the wait listed event people on the waitlist will be notified and if they require manager approval then their manager will be notified too.
The other feature that may be helpful is the declare interest where a user can select the event without booking the event. The Declared interest report helps trainers and admins to manage the users who have declared interest.

In case of a event cancellation, we are able to cancel the event before event start , but if the event time has passed and we need to mark the event as cancelled in the LMS there is no option. It only allows us to delete the event which is incorrect as we need to capture the cancelled course and the attendees who were in it.
