Report 1
Trainers would like to have report on who has completed a course's Activities for the members of a particular Seminar event (e.g. seminar on 1 July 2019).
Report 2
Trainers would like to have report on who has completed all Activities for course's that are associated with a Program for the members of a particular Seminar event (e.g. seminar on 1 July 2019).
Are either reports this possible?

Activity completion aren't really included in course or program completion reports.
Can you provide more detail on why these reports are required?
Is report 1 for restricting access to the seminar based on whether the user has completed other course activities. if this is the case then you can use access restrictions to prevent access to the seminar activity until other activities have been completed.
For report 2 if the course has completion tracking on and activities completion are added to the course then course progress will be tracked based on whether the required activities have been completed.
The program overview report will show if the activities/courses in the program have been completed.

If the trainers know that the learners that they will be training at each Seminar have not completed or attempted the other activities (mainly eLearning), then the trainers can approach the learners in question to offer support.

There is a course report under Course administration > Reports > Activity completion that shows all the activities in the course and whether they have been completed. This isn't a report builder report so isn't modifiable.

We have the same need. We need to monitor pre-seminar activity completions and post-seminar activity completions by seminar event. Is there a way to add the event ID to the screen you show above? I saw you said it can't be modified. Can it be copied to somewhere else (reports) and modified there?

There is the option to export the activity completion to a spreadsheet file and then use the spreadsheet to modify this.

Would we need to download the activity completion report and then a second report with the event roster and use excel to do a vlookup or something to marry up the lists?

Yes that is right - the two reports would need a common field included to uniquely identify a user and then the VLOOKUP could be used to.
