It isn't currently possible to prepopulate Learning plans with courses directly - it can be achieved by linking the course to a competency and assigning the competency to an organisation/position.
I have posted some explanations in https://totara.community/mod/forum/discuss.php?d=22121#p93526 so you might want to follow this as future developments in this area are being planned in Perform.

The learning plan template allows advanced workflows - one of the workflows for competencies is to add courses that are linked to competencies to courses.
Competencies can be added by organisation so will also add the linked courses.
The automatic creation of learning plans can be done through audiences - competencies are not able to be directly assigned by audiences.
