There is a rule Has direct reports which will include users who manage another user.

Restricting this to the last 12 months needs to rely on a date being recorded in which case you can use something like 

• Whether the user is a manager in any of their job assignments. is equal to "Has direct reports" 
• AND User's position assignment date in any of their job assignments is within the past 365 day(s)
