Is there a way how I can prohibit users adding an "evidence"?
I already set all user rights related to evidences to “prohibit” in the user right management by they still see the “add evidence” button under ..../totara/plan/record/evidence/index.php?

There is a feature that has developed for Totara Perform TL-19636 Disable evidence module entirely at site-level. Totara Perform has not been released yet, you can follow progress on the Perform Roadmap

The performance management tools such as Appraisals, 360 Feedback, Learning Plans, competencies from Totara Learn will be leveraged where possible into Perform.
