There doesn't appear to be a permission to grant program extensions and even the site administrator is not able to do this.

It is possible to assign a temporary manager to an administrator and the temporary manager will be able to approve the extension.

Is this suitable or would you like to request a feature to allow the granting of program/certification extension  s.
