The program progress bar should show automatically in version 11 - the courses in the program do need to have completion tracking on.

The program progress in version 11 is based on the number of courses sets that have been completed in the program so doesn't show any progress until a course set is completed.  The program progress bar should still be visible though.

What menu location are you in when you can't see this?
