The functionality for creating courses in Totara is similar to Moodle.
If you are creating a few courses then you can backup the template course (without users data) and restore as a new course
If you are creating lots of courses then you can use Multiple courses upload and restore from the template course
There is also a third party plugin course templates that looks to have this functionality and will probably work with Totara but you will need to test this to confirm. Totara doesn't provide direct support for third party plugins.
