Is it possible to have learners who are enrolled in a course automatically enrolled in a seminar in that course at the same time?

There is a seminar direct enrolment method that can be enabled that enrols the learner in a course when they signup for a seminar event.

This is the other way round to what you are describing but is a similar result.
