Is this a database activity? Can you provide instructions as to how we set up something similar?

This sounds similar to dependencies in the Feedback activity where the answer to one question depends on the answer to another.

This also sounds similar to the Lesson activity which allows branching to be setup

Are you able to use these activities for this?
